snmp index problems,bug in IOS?

We are having some weird problems with snmp index counter's not being
updated and no interface variables being created for serial interfaces
that show up in the config and are phsyically present, but show nothing in
the snmp variables. We put a card in the router (7502) a few weeks ago
with these new interfaces and they are not showing up. Do you have to do a
reboot for this to show up? Anyone had this problem before?
