The no synch command disables BGP's default requirement that there be an
entry in the RIB before it will advertise it to a peer. If you only type in
the network statement but have no matching IGP route it won't advertise that
route to a peer. Maybe I misunderstood the question. The basic premise of
your question was that the network statement is independent of the IGP.
Without no synch it is very dependant.

There is no relationship bw dampening and synchronization? sync only applies
on IBGP neighbors and dampening only applies on EBGP neighbors. How do they
relate?
