[nsp] ip forward-protocol in 12.0

Hi,

Is anybody aware of an issue with "ip forward-protocol" under
release 12.0 and above ? Any change in config required ?

   Problem I am seeing is that even though I have "no ip forward udp"
   it still gets through.....when downgrading to 11.3 it works as
   expected.
