It sound like you have AAA authentication/authorization enabled
for "ppp" or "network". This cause the PPP negotiation to require
some kind password exchange, which you probably don't have set up
for point-to-point links.

This most often hits on access servers like the AS5200's when you
have AAA set up for dial-up authentication and then try to bring
up one of the "just like a 2500" serial ports. 8-)
