[nsp] weird ATM problems 12.0 -> 12.1

Has anybody run into ATM problem when upgrading from IOS 12.0.7'ish
to 12.1.5T? I really want to use the route-bridge encapsulation
stuff, but I have one point-to-point PVC on my DSL backhaul that
isn't working, though everything else is peachy...

I'm seeing the occassional packet from the far side, but nothing
that gets counted as "sent" on my side shows up on the far side.
Revert and it works again. 8-(
