Oly if the MEDs are the same. MEDs are evaluated before IGP distance
to the next hop (step 7 versus step 9, from the mail Paul sent
documenting the steps taken in selecting a path). If the MEDs for
prefixes offered in VA and CA are the same (either set that way by
your peer, or overridden by you), then you'll fall through the MED
comparison step and go on to the step where you compare IGP distance
to the next hop.
