yes, i have seen this and it refers to waiting for 'state change' on the
leads...anyway you are accurate in your assertion of 'busy'.
i've also seen the same response from cisco. also there is no way to know what
happens with pkts after they go out of 'deferred' status....you can get these on
serial interfaces also
