Yes. Disable fragmentation unless you absolutely need it. There
is also a new GE+E or 2FE I/O card to make a fast uplink.

No. The PXF processor on NSE-1 doesn't accelerate MLPPP, while
the MIPS processor on NPE-400 is one third faster than the one
found on NSE-1.
