You are right, I had faced a similar situation, while trying to connect a
7206-VXR to an IGX 8410 switch using an HSSI interconnect, There is a
limitation. The following 4 port HSSI card on the IGX ie "BC-UFI-4HSSI - UFM-U Back card, 4 HSSI Ports." can support only upto 64 Mbps of backplane bandwidth. So from here comes
the restriction of 16 Mbps per port. But still if only one of the ports is
used on the IGX for a an interconnect & the rest left free. The port can
clock at 64 Mbps, but the moment another port is populated, the speed is
shared by four.

But if you are using the 7206-VXR independent of the IGX, for providing FR
connectivity, then you are free of the limitations.
