[nsp] Router stuck in autoconfig?

I have a new (at least to me) 3620 that seems to be stuck in some sort of
autoconfig mode. Messages like this

%Error opening tftp://255.255.255.255/network-confg (Timed out)

keep appearing. The config register is set to 0x2102 just like all the rest
of my routers. I have erased the startup-config and saved it again without
changing the behavior.
