[nsp] dialer watch-group problem

hi all,

we have cisco2621 set up to do DDR.
we are trying to use 'dialer watch-group' feature
to initiate a call, instead of ping the interface.
with debug dialer enabled, it does notice route get dropped.
but does not initiate a call.
what version of IOS should i use?
we are using 12.1.8 release.
