the below most definately worked, but on reloading, or rebooting(or
stopping and starting the T1 controller), the B channels go back into
the outofservice state. Obviously can't afford to do this each and
every time.

Did notice that resetting the B channels (for obvious reasons) still
left the D channel (23) in an outofservice state... should not that
be an in service state even if it is being used as the signalling
channel? could that be causing the B channels to reset back to
outofservice on reload or reset of the T1 controller
