You're right. It's fairly easy to use a Cisco router to act as a Frame Relay
switch, just take a look at

looking for ATM VC-switching?

I have a vague memory that in a recent IOS version it was/is possible
to do basic PVC switching on the routers without needing an ATM
switch.

Can anyone confirm or deny this. I am looking to do some traffic
engineering using PVC's rather than MPLS.
