PBR And next hop interfaces ?

I am looking at using Policy Based routing to do some
traffic engineering over backup links.

If I had the following config:

interface ethernet 1
 ip policy route-map Backup
!
route-map Backup permit 10
 set ip precedence priority
 set interface ethernet 0

If ethernet 0 goes down/down will the policy routing still take place ?
Or will the PBR stop and the packet will follow the normal routing
table ?
