[nsp] Cat6K/OSR PFC2 not getting L2 info

We have hit a issue with Sup2/PFC2 not learning a MAC address of another
router that has reloaded, so failing to building a CEF adjacency
causing packets to go the MSFC from them on.

CSCdu30120 describes exactly what happened to us; any other victims or
known workarounds to this problem ?
Is there anyone from Citicorp on this list ?
