Should be 0x83 for IS-IS.
CLNP is 0x81 and ES-IS is 0x82.

When I read some isis documents,I found i had some confusion about the
first byte of isis fixed header.Somebody said that was 0x82,the other said
that was 0x83.What is true,0x82 or 0x83?
