[nsp] Forcing MTU ?

I'm trying to force our PPPoE users' MTU to 1400. I have the following in the
RADIUS config:

ftth Password = "XXXXX"
      User-Service-Type = Framed-User,
      Framed-Protocol = PPP,
      Framed-Netmask = 255.255.255.0,
      Framed-Routing = None,
      Framed-MTU = 1400

Here's the instering config parts:

vpdn-group pppoe
 accept-dialin
  protocol pppoe
  virtual-template 2
 pppoe limit per-mac 2

interface Virtual-Template2
 ip unnumbered FastEthernet0/0
 ip mtu 1400
 peer default ip address pool PON
 ppp authentication pap chap ms-chap
 ppp ipcp dns 209.81.9.1 209.81.0.254

Yet, here's the virtual interface info...

Apparently, the MTU is still being set to 1500!

What am I doing wrong ?
