Generally, if you're exchanging multicast routes (`neighbor 1.2.3.4
remote-as 65535 nlri unicast multicast') you should enable PIM-SM.
Exchange points usually have a fabric used exclusively for multicast
apart from unicast ones (like LINX and AMS-IX have).

If in doubt, contact the peer. Some transit providers offer multicast
at a premium, with others you just have to ask for it to get it enabled.
