Good question.
Cisco does not provide the ability to do
something like:
Router#restart snmp ?
Possible completions:
<[Enter]> Execute this command
gracefully Gracefully restart the daemon
immediately Immediately restart (SIGKILL) the daemon
soft Soft reset (SIGHUP) the daemon
You need to reload.
It would be nice if they did provide such a facility.
