:burst understood by Cisco CAR (rate-limit)?

The bursts are in total bytes, rather than bits/second, which seems to be
the confusing factor to most. With relatively large burst sizes, it's been
my (limited) experience that this causes limits to kick in only with one
really big download, as opposed to lots of little downloads.
