This is just the framing method for the OC3. In fact, there is no
difference between STMx and OC(3x) in an ATM environment. The only
difference would be APS/MSP. Otherwise, and ATM switch sees a frame STM1 as
identical to a frame OC3. Cisco introduced this as the default framing
recently - I am not sure why.
