Note that "received-routes" shows you all routes announced by that neighbor,
even those which you don't accept (assuming you have soft reconfig enabled).
If you say "routes" instead of "received-routes" you'll get just the accepted
routes. Do a "show ip bgp 207.38.1.0" & see if it says "(received-only)".
