It means all hosts that are

                          01000000 1.1.1.64
                          00100000 1.1.1.32
                          00000000 1.1.1.0

Probably not a very useful access-list for filtering hosts, but
it could actually be used (say you had your network divided into
255.255.255.224 netmask subnets and you wanted this filter to
apply just to the network addresses).
