[nsp] 7513 RSP2, IOS11.1.12CA1 CX-HIP, FR Drops line protocol under high CPU load

Subject line says it all really. High CPU load (say caused by a BGP
belch) occasionally seems to cause FR line-protocol to drop. Anyone
know if this is:
a) Known about (no bug navigator doesn't know about it)
b) Fixed in 11.1.nnCAm
c) Workaroundable (i.e. is there a timer I can increase)
