If these do not apply, then perhaps you don't have enough buffer space for
the HSSI interface. The amount of hardware buffers available to the HIP
interface is determined by several factors: number of cards in the entire
box, type of cards, MTU of respective cards, etc. The CPU of the box may
also be overutilized--this can easily be checked with a 'show proc cpu'
command.
