[nsp] More detailed explanation of our router/traffic shape problem

I've attached the output of sh ver, run, diag, int. Specifically what is
occuring is a failure of traffic shaping, coupled with a random,
impossible-to-reproduce failure to properly report actual bit rates which
has appeared to my knowledge on s0/1 and s2/1.

We are trying to traffic shape dedicated servers to 768Kbits/sec sustained
output, 1 Megabit burst if it is possible. An example configuration is a
dedicated server which has a single ethernet address on eth0 and has a
subnet mapped to it as aliases. I would like to run BGP with both upstreams
(one uses s0/0 - s0/1, the other s2/1) spread evenly across 0/1 and 2/1,
and filter the traffic from the dedicated served, shaped to 768K CIR/1 meg
burst on the 0/0 interface with failover capability to 2/1.

If there is a method to set these three serial interfaces up to balance
outbound traffic from all of these, prioritizing the subnets for
dialup/LAN/T-1 interfaces first, then the dedicated server IPs, and finally
the virtual server IPs, and still limit total throughput to the dedicated
server to 768K that would be ideal but I don't see where that is possible.

Traffic shaping efforts have either failed totally or worked for
(literally) three seconds after which shaping reads no longer active though
the packets and bytes going through the interface as reported by sho tra st
are increasing very rapidly.
