I had this problem on a 7513 when I upgraded to 11.1.17CA from
11.1.10aCA1 with a CX HSSI. I am not running frame on this and
TAC has yet to respond with exactly what the problem was.
(Since then, I have gone to no keepalive on the interface
but am not brave enough to try the upgrade again)
