Error in reports

The daily "routing problems" email reports have contained an error for the
last 8-9 days. Specifically, the "Instability Ranking of Service Providers"
section has repeated the data for 9/14/97. The other sections of the daily
report were not affected.

The problem has now been resolved. Sorry for an inconvenience.
