Depends on if the neighbor is inside or outside of the abstraction
boundary.
Now for 2 neighbors both outside of the boundary, should they see the
same view of the abstraction? Umm, umm, not sure yet. I may want to
permit one to see more detail than the other, but I'm not sure yet.
