Well, I just interpret consensus when I see it and make suggestions.
I think the thing to do right now is to stir in comments from
whoever has subscribed to irtf-rr over the year(s), until it's
more obvious that another approach (promote, intensely edit, or
abandon) is the right thing to do.
If people think otherwise (e.g., reconcile the two (i.e, intensely edit)),
please say so.
