SSH service in Junos 4.4R1.45

Hi,

I am trying to enable SSH access into 3 M20 by adding service ssh and
ssh-rsa key into root-auth & each user account, but looks like the
service is not started at all. Though I use "activate system service
ssh", no effect.

I am not so sure what the issue is, but I can't even use "ssh
xxx.xxx.xxx.xxx" as ssh client to a SSH server. The message saying :
"-cli: unable to execute ssh: No such file or directory".

Could anyone give me a pointer on this?
