Neil,
When you did the ping that had the high packet loss, the ICMP echo
packets were using a source address of your loopback interface.
What route is the distant router taking to get back to your loopback
interface? My guess is that it is not taking the T3 back to you.
It is probably taking some other congested path.
ssh over to 80.74.163.22 (use "ssh source 80.74.163.21 80.74.163.22"
if you are using a new enough version of Junos). Do a "show route"
or "traceroute" to the loopback address of the first router.
