[j-nsp] OSPF between POS interface and Agilent Tester

The M20 is sending the OSPF Hello packets to the "all OSPF routers" multicast
address, per spec. The tester is sending the Hello packets to the router's
unicast address, not in spec.

My guess is that the tester is either broken or misconfigured, and is
not receiving the multicast-addressed packets. (How does it know the
router's address to send the unicast packet? It shouldn't...)

This is probably best addressed with Juniper support rather than this
list, however.
