FWIW, I've seen a very similar error on other platforms when the OSPF
network types didn't match. The one that considered the link broadcast
used the all routers multicast, but the one that considered it NBMA used a
unicast.
I'd start by double checking the ospf network type on the Agilent, and also
any static configuration of ospf neighbors.
