All point-to-point logical interfaces are automatically set to
point-to-point mode under OSPF. There's no configuration necessary
to do this.
I notice that the M20 is sending a zero netmask, which means that
either the interface is unnumbered, or you're being bitten by PR 9056
(in which OSPF always, and incorrectly, sent a zero netmask on
point-to-point links.) One possibility is that the tester suffers
from the mirror-image bug of 9056, namely, that it does not ignore the
netmask on point-to-point links as it is supposed to according to the
RFC (it wouldn't be the first implementation to get this wrong) and is
thus dropping the incoming hello packets. This bug has been fixed for
awhile now, though it was a day one bug present for over three years
that didn't affect interoperability until recent implementations
started to pop up.
In any case, I would encourage you to talk to Juniper support, as they
probably have experience with the tester, as well as being able to point
you to a newer image if in fact you're hitting the bug.
