First router

Set interface so-x/x/x encapsulation frame-relay dce
set interface so-x/x/x unit x family inet address 1.1.1.1/30
set interface so-x/x/x unit x dlci xxx

Second router

Set interface so-x/x/x encapulation frame-relay
set interface so-x/x/x unit x family inet address 1.1.1.1/30
set interface so-x/x/x unit x dlci xxx

Alternatively configure both as DTE and set no-keepalives at each end.
