[alcatel-nsp] MPLS interface cannot be created when the previous instance is still in cleanup

Dear sir,
Actually this is migration scenario for interface with ip address /29 into point to point interface with ip address /30.
Interface JKT-SML-EDGE-B-R3 is the new interface with ip address /30 and I make two router interface which the new interface still do not have bindings to physical interface.
Does this background cause this warning ?

Try to find fib entry with this interface name or previous ip address.
show router fib x
Also, tell me timos, iom and cf/cpm version.
