[alcatel-nsp] "Not enough queues to bind the port"

Ok.

This message is about of  insufficient queue resources in slot 2 Complex 
2 (I suppose you use IOM1 or 2 which have 8k queue per ingres/egress 
direction).
If you use Alcatel for triple play service and use inefficient queue 
allocation mechanism for this - "service queueing" instead of shared 
queueing or multi-point shared this problem quickly arise.
Timos cannot put port 2/2/6 to ip interface beacause in this moment 
queue must be consumed but IOM has no enough queue.
