[alcatel-nsp] Specifying a range to SAM's auto-signed IDs

Hi There,

Just wondering if there are any means that we could lock down SAM with a
range of IDs for its auto assigned range? Looking through the user’s guide
I’ve found some leads i.e. span of control for a user etc...but would like
to run this by you to get your opinion on best way forward.
