[alcatel-nsp] 100 User ssh limit

:) I only need one, but on some PEs I can't login because 100 unique
users have previously logged on. This isn't simultaneous logins..

Reboots were supposed to cure the problem, but apparently didn't

I'm trying to find out if anyone else has seen this issue, seems a strange one.
