[alcatel-nsp] Uptime on 7750SR12

It's most likely the following known limitation listed in the TiMOS
release notes:
After 497 days, system up-time will wrap around due to the standard RFC
1213 MIB-II 32-
bit limit. [51129]
In other words, the 7750 probably didn't reboot.
