[alcatel-nsp] Parent child association when CFHP is used

Hello There,

Would like to know from the experts, how does the child and parent
association
work/designed (hypothetically).

Basically would like to confirm/validate this is the correct understanding,

with CFHP, packets(tokens really) will always be checked against parent's
bucket before child's.

Please help confirming.
