[alcatel-nsp] Forwarding classes

You might want to use FC sub-classes for this as the mother FC does indeed use the same queue/policer at ingress.
And yes you can say this is kind of an internal tag afaik.

I think, you cannot attach same flows to different FC because 7x50/XRS hardware has strict priority how classifying work.
