from backbone area, we can select which prefix will advertised to
other (non backbone) area, and vice versa.
the "external-db-overflow" term you mentioned, i think it talks about
external LSA.

how to apply ospf inter-area filtering ?
in google with "ospf inter area" keyword, i got only other vendor implementation.
The same result can be achieved with configuring the area to nssa or stub, but it will make downtime and must done in all router at the same time.
