I had a very similar issue (with a different vendor); the circuit worked fine when connected to the old device, but not the new one (and I have good light levels, the provider saw no problems, we had the same FEC settings, etc).

In the end I fixed it by connecting the circuit to the new device, which was set to LAN-PHY, toggling to WAN-PHY, then back to LAN-PHY, and it was fixed.

It took several hours of trying random stuff to get that working.
