[a-nsp] 400G-ZR+ Bright

Hi Rick,

Two weeks ago we did a short interop test with 400G ZR+ "bright" 
transceivers (Cisco/Acacia DP04QSDD-HE0) between our Cisco 8201-32FH (XR 
7.10.1) and an Arista DCS-7280CR3K-32D4-F (EOS64 4.30.2F), not sure if 
that included our whole optical line system, but definitely across a 
FOADM to check if the signal fits a the fixed filter. Worked fine and 
was uncomplicated.
We do currently have a test setup in the lab with two Cisco 8201-32FH 
routers with one DP04QSDD-HE0 each sending alien waves across our 
"normal" optical line system (ROADMs/amplifiers) and it does work as 
expected.
No services in production though yet.

One general thing that was maybe a bit surprising to us is that it takes 
about 90s for the transceivers to link up after shut/no shut or 
parameter change.
