HW-100 low Mic gain

  I have a HW-100 I'm getting ready for a young ham on
a very limited budget. I have tried 3 Hi-Z microphones and
with mic gain turned up as far as it will go I am still
very short on drive.
  Any suggestions? My first suspicion is the cathode bypass cap on the
Mic amp. I did change out the tube with a new one.
