Joel,

Check out any old ARRL handbook for a description of Heising modulation.
The ARRL calls it "Choke Coupled Modulation". They are apparently using the
primary of the transformer as the choke normally used in the Heising
modulation system. From your symptoms. it sounds like the primary may be
partially shorted.
