RF Radiation: Hazard?

        There has been a lot of hoopla by the FCC/ARRL about "RF Radiation"
exposure hazards.  Are they trying to *really* phase out the 2 KW. PEP
power limit to something lower?
        Does anyone out there have or know where there is any documentation
on the Net that gives effects/consequences of RF radiation exposure?
On Humans? Especially in the 30 Mhz or lower frequency range!  Or is
this "just in case" *pop* science?
