I keep telling you.....if you get there first, it's your frequency.
And it's 1.5 kw thank you......We used to do it at Western Union with
10 watts on the SCPC links. You'll probably burn out the twt if you
can find the input uplink freq. Serves them "neutrals" right.

This Swatch thing sounds like nonsense, but is a violation
of international communications agreements if it is real.
If it is real, I suppose a few KW signals pointed at the
satellite through large moon-bounce or satellite-bounce
antenna arrays should adequately scramble the signal
and convince others to not try this sort of nonsense again.
